How PHC Works
The PHC™ service places a dedicated team of people into your project with a tailored mix of remote and on-site presence. This auxiliary workforce comprises Strategists for high-level guidance, Analysts for progress monitoring and roadblock identification, and Administrators for streamlining operations through efficient documentation.
During initial set-up, data structures are established for project-long use and sharing with project staff. A core deliverable is the weekly report tracking deliverables and concerns progress, with a browser interface for project staff to provide real-time status updates, enabling transparent collaboration and course correction.
As the project progresses with PHC™, staff benefit from deployed Consultants, outputs, meetings, and status reporting, regarding PHC™ systems as a friendly central reference for project status optimization.
Expenditure on PHC™ is arranged weekly, allowing management to evaluate cost against benefits consistently. Clients can cancel the contract any time, demonstrating Order Efficiency's commitment to minimal risk of using our Project Assurance services.
The service is provided as a monthly cost based on agreed PHC team hours usage, reconciled against the forecast at contract end, with extensions as the project nears completion.
System Tracking
We meticulously monitor all aspects of the project, encompassing Concerns, Deliverables, and other essential project components.
Each entry within the Seven PHC Lists serves as a placeholder for recording its respective history.

Scaling Costs
The service is provided initially via an entry package; a team of 2 people working remotely for 3 months. Then package is adjusted to the needs of the project, with an optional on-site presence. Entry cost would be 60K USD approx. A full year for a full team costs in the region of 600K USD

Facilitation at Risk Reviews
The central part of PHC relates to the need for continual monitoring of Project Concerns. A programme of management meetings is established for Top Risks for discussion with senior managment, and subsets of Concerns for departments and working groups.
Driving Technical Reviews
A key part of PHC relates to the need for continual monitoring of Project Deliverables. A programme of technical meetings is established for Deliverables sub-sets for update of 'Current Hold' and 'Action Needed' for each deliverable list item.
The Seven PHC Lists - the meaning of SCALPED
Everything in a project belongs in one of these lists. To 'Scalp' something is an easy (though arguably horrific) way to represent the processing of project information. The end result is simply the lists, processed, nicely ordered and clear!
[1] Schedule
A Schedule item is an activity that relates directly to the project's schedule. This can be a very long list. Principally for PHC the milestones are listed here for commentary and question for the planning team.
[2] Concerns
A Concern is an ISSUE that's happening now and needs Action to resolve, or a RISK, a potential threat or opportunity that needs treatment that may involve action to mitigate.
[3] Actions
Normally associated with Concerns, but can be stand alone or relating to any of the list items. Actions are SMART (Specific, Measurable, Achievable, Relevant and Time bound).
[4] Locations
Geographical or logical places in the project that are referenced frequently in project reporting (country, zone, building, references to breakdown of equipment items).
[5] People
Individuals and organisations within the project.
[6] Events
An Event in PHC is any instance of where two or more people meet in conversation or formally in conference. Reports, studies and key correspondence trails are also considered Events in PHC
[7] Deliverables
Starting from commitments in the contract, a Deliverable is a breakdown of all physical items that need to be accepted by the client as 'delivered' for the project to achieve closure.
